British government ministers have scrapped radical plans to test a carbon rationing scheme that would have forced citizens to carry a carbon card to swipe every time they bought petrol or paid an electricity bill.

The ministers claim the carbon card idea was too expensive and would be unpopular. Tackling global warming is going to be unpopular and there lies the biggest problem. Read full article from The Guardian
it sounds like this carbon card was a really farsighted bit of thinking from the UK govt - and it seems a great pity it was scrapped. but i guess others will know much more about this and would be interested to hear from them...?
