scrapping carbon card is good idea to check the Carbon dioxide emission, and it will better if quota is fixed according to one's use. this can help people to think about alternative sources of energy.On the other hand this will open a channel for black marketing of petrol.I think awareness and consciousness among people is most important and if everyone become conscious about this issue neither rationing nor carbon card will be required. t
